Bangladesh’s Directorate General of Defence Purchases (DGDP) released
its tender for eight – with four optional – new-built multi-role combat
aircraft for the Bangladesh Air Force (BAF). In December 2016, the
Bangladeshi government committed to finalizing the purchase in fiscal
year 2016-2017.<br />
The new fighters are being sought for fortifying Bangladesh’s
defensibility against aerial threats as well as providing it with a
platform for anti-surface, maritime and offensive counter-air
operations.<br />
As per the BAF’s requirements, the fighter must be new-built, with
manufacturing starting no earlier than the year of signing the contract.
It must be a twin-engine design, with each powerplant providing at
least 5,500 kg in dry thrust and more than 8,000 kg with afterburn. It
must have a minimum of eight hardpoints and a minimum payload of 5,000
kg.<br />
Electronics wise, the fighter is to be equipped with an
electronically-scanned array radar with an air-to-air range and
air-to-surface range of 150 km and 50 km, respectively; an integrated
electronic warfare (EW) and electronic countermeasures (ECCM) suite;
infrared search and track (IRST) system with a target tracking range of
at least 50 km; helmet-mounted display and sight (HMD/S) system with
cueing; head-up display (HUD) and modern glass cockpit.<br />
The BAF is seeking a complete package comprising of the aircraft,
maintenance and training package, and a set of air-to-air and
air-to-surface munitions. The aircraft are to be delivered in two
batches, with each comprising of four aircraft. The second batch must be
delivered 18-24 months after the first.<br />

<b>The Bangladesh Air Force is going to purchase a long-range air
defence radar to be set up in Barisal to bolster security system in the
southern region, officials said.<br />
The cost of the radar to be supplied by Finmeccanica of Italy has been fixed at Tk 147 crore.<br />
Finmeccanica, also known as Leonardo, was selected by the air force in June from amongst five bidders for the deal.<br />
Thales Raytheon System of France, Poly Technologies Inc and CETC of
China and ANPC of the United States also competed in the bid.<br />
Officials said that the air force had planned to pay the price in three phases with Tk 110 crore in the current financial year.</b><br />
The air force sent a letter to the finance ministry for its approval for
the payment of instalments to the supplier from the budgetary
allocations.<br />
The letter said that the radar would be commissioned in Barisal as part of the Forces Goal Vision 2030.<br />
According to the Forces Goal Vision 2030, the air force has long-term
procurement plans including acquiring new generation fighter aircraft
between 2020 and 2025.<br />

SELEX Sistemi Integrati, a Finmeccanica company, signed an agreement
with the Procurement department of the Ministry of Defence of the
Federal Republic of Germany (BWB), to supply two L-BandLong Range 3D air surveillance Mobile Radars (RAT 31 DL/M) for the German Air Force.<br />

RAT 31 DL/M Radar systems are based on the technology used for the RAT
31 DL/FADR (Fixed Air Defence Radar) systems, in service or on delivery
to a large number of NATO/European and extra European countries, both in
fixed or transportable configuration. The compact L-Band
RAT 31 DL/M Radar system derives from successful RAT 31 DL, a NATO
standard, already selected by eight countries. The current production of
these systems carries the highest maturity and technological level.<br />
<br />
The RAT 31 DL/M Radar systems, consisting of a foldable antenna and a
shelter, both in two ISO 20 ft packages, can be transported in one A400M
type aircraft as well as on truck and rail. This configuration allows
for a high degree of mobility and fast deployment/re-deployment of the
system, which is carried out autonomously, without external cranes or
other on-site technical support, also on unprepared sites.<br />
<br />
The solid-state phased array monopulse radar has got an antenna with an
area of 77 m² (11 m·7 m). It works with 42 rows with 52 radiators per
row and 42 transmitter/receiver modules with a power of 2 kilowatts.
Further advantage is gained from the beam-forming technique used
(squintless electronic phase scanning in elevation) which allows the
simultaneous independent management of the system's four transmission
beams without any break in the frequency band. The detection envelope a
360° in azimuth (a mechanically 6 rpm rotation) up to a range of 270
nautical miles and an altitude up to 92 kft. The RAT-31DL/M includes a
fully integrated SIR-M secondary monopulse radar with a maximum range up

Bangladesh has ordered a single Airbus Defence & Space C295W
medium transport, which is expected to be delivered in the second half
of 2017.<br />
The nation has become the ninth to order the C295W, which
will become the first multi-engined fixed-wing aircraft to be operated
by the aviation branch of the Bangladesh army. It will be used as a
transport for troops and cargo, with applications potentially including
paratrooping and medical evacuation, and the contract also covers
training and support, Airbus says.<br />
“The C295W will markedly
increase the transport capability of Bangladesh army aviation,” says
Jean-Pierre Talamoni, Airbus Defence & Space’s head of marketing and

In a bid to expand its defence capabilities, the Myanmar government
ordered 16 fighter jets from Pakistan at a total price of more than
half a billion US dollar, local reports reveal. The country’s government
placed an order last year for the jets, each worth 35mn, making it the
first nation to do so. Within Southeast Asia, the Philippines, Indonesia
and Malaysia are reportedly also interested in the “affordable” jet,
although at least the latter’s defence ministry denied it but Indonesia
is said to have already signed an agreement with Pakistan to buy some
jets in the future.</div>

The JF-17 Thunder jet was designed and developed by Chinese state-run Aviation Industry Corp of China
to meet the Pakistani requirement for lightweight and affordable
supersonic fighter jet. They are currently produced for the Pakistani
Air Force by Pakistan Aeronautical Complex (PAC), a major aerospace,
defence and aviation contractor in northern Punjab near Islamabad
producing aircraft and aviation systems for both military and civilian
use. The company produced a total of 16 new generation JF-17 Block-II
Thunder aircraft in 2015.</div>

The contract between PAC and Myanmar has been signed at the Paris
Air Show in June last year, but at that time the manufacturer did not
disclose to which country it will be selling the aircraft. Meanwhile it
has been confirmed by PAC that the first jets are to be delivered to
Myanmar starting from 2017.</div>
<div>
PAC has already produced 50 older, less-advanced JF-17 Block-I
Thunder for the Pakistan Air Force which has a contract for another 50
JF-17 Block II Thunder jets. The newer Block-II variant possesses more
advanced weapons
systems and avionics and is also equipped with air-to-air refuelling
capability. Block II construction activity is expected to run until
2017, after which the manufacturing ofurther developed Block III
aircraft is planned. The full capacity of the PAC plant is 25 jets per
year, whereby Pakistan produces 58% of the airframe and China 42%,
respectively. The latest models of the jets are lightweight multi-role
aircraft capable of a speed of Mach 2 and an operational ceiling of
55,000 feet. China refers to the JF-17 as the FC-1 Xiaolong (“Fierce
Dragon”).</div>

According to PAC chairman Air Marshal Javaid Ahmed, the first sale
of Pakistan-made jets to a foreign nation has been a “milestone in the
country’s aviation history.” He said that the production and
manufacturing of JF-17 Thunder fighter jets would be enhanced to 20 per
year from 2016 as a number of countries are currently looking into the
possibility of buying the aircraft, in addition to the above mentioned
also Nigeria, Zimbabwe, Egypt, Iran, Bangladesh,
Bulgaria, Venezuela, Argentina, Uruguay, Azerbaijan, Congo, Sudan and
Turkey. Sales to several other interested Middle East have been held up
by political turmoil in the past, though. Overall, PAC and its Chinese
partner anticipate a market for 300 JF-17 fighter aircraft in the near
future as both its capabilities in air-to-air and air-to-surface combats
and its cost-effectiveness had received attention from the global
aviation industry.</div>

However, though it was speculated Sri Lanka would be next to enter
into a purchase agreement to buy at least eight JF-17 Thunder jets from
PAC during a state visit by Pakistan Prime Minister Nawaz Sharif in
early January 2016, both the Sri Lanka defence secretary and a foreign
ministry spokesperson of the Sri Lankan government subsequently denied
any agreement. Local media reports allege that Sri Lanka has been under
pressure from the Indian government not to go ahead with the deal as
India offered its own variant of a light combat aircraft to the country.</div>

The plan for the operation was finalised at a meeting between the
prime minister and chiefs of the three services and top officials of
different law enforcement agencies at the Gono Bhaban after 3:00am
yesterday, said a source at the Prime Minister's Office.<br />
"We drew a plan at Gono Bhaban about how we would save the hostages
from the terrorists," said Hasina at a programme yesterday morning.<br />
The army para commandos were called from Sylhet alongside those from Dhaka and Savar Cantonments, she said.<br />
Around 5:00am, army commandos, navy, police, BGB, Rab and police special force Swat took preparations to begin the operation.<br />
Gunshots and explosions rocked the area as the heavily armed troops
backed by armoured vehicles broke into the building at 7:40am.<br />
Nine armoured personnel carriers (APCs) were brought to the scene.
Two of those broke through the walls and entered the restaurant
premises. An army speedboat was patrolling on the Gulshan Lake adjacent
to the restaurant.<br />
Brig Gen Nayeem Ashfaque Chowdhury, director of the Directorate of
Military Operations, at a news conference, said, "Led by the para
commando of Bangladesh Army, the commando operation began at 7:40am and
took 12 or 13 minutes to establish control over the targeted area by
eliminating all terrorists."<br />
The operation codenamed "Operation Thunderbolt" was launched after
the prime minister ordered the army to intervene to end the hostage
crisis, he said.<br />
The operation ended successfully at 8:30pm, he said.<br />
Two Sri Lankans and a Japanese were among the 13 hostages rescued.
Six terrorists were killed and a suspected attacker was arrested, Nayeem
added.<br />
During a search after the operation, the bodies of 20 people were
recovered. They were killed on Friday night, he said, adding, "Most of
the victims were killed brutally with sharp weapons."<br />
In his eight-minute press briefing, Nayeem said autopsies of the
deceased will be conducted at the Combined Military Hospital (CMH)
following existing rituals.<br />

Brig Gen Nayeem thanked the PM for her timely, firm and bold decision.<br />
Inter Services Public Relations (ISPR), in a press release issued at
3:20pm, said that all the 20 deceased were foreign nationals.<br />
But another ISPR press release issued at 7:45pm said the
nationalities of the 20 victims were yet to be ascertained. The process
of identifying them was on, it said.<br />
Though Brig Gen Nayeem said 13 hostages were rescued, a top DB
official told The Daily Star that “27 rescued” people have been brought
to the DB office on Minto Road.<br />
Most of them were allowed to go home after verifying whether any of
them had any links with militancy, the official said around 10:30pm
yesterday. The rest were being “released” by turns, he added.<br />
Asked if all the 27 were rescued hostages, he said, “Yes.”<br />

VICTIMS</h2>
Nine Italians, seven Japanese, two Bangladeshis, a Bangladeshi
American and one Indian are among the dead. They included 11 males and
nine females, said ISPR.<br />
Their bodies have been kept at the CMH morgue, it added.<br />
The Italian foreign ministry website said the Italian citizens killed
in the Dhaka attack were Adele Puglisi, Marco Tondat, Claudia Maria
D'Antona, Nadia Benedetti, Vincenzo D'Allestro, Maria Rivoli, Cristian
Rossi, Claudio Cappelli and Simona Monti.<br />
Nadia Benedetti, managing director of Studiotex, a buying house in
Dhaka, went to have dinner with five clients from Italy and remained
missing since Friday night, said Monohor Corraya, administrative officer
of the company.<br />
Japan has confirmed seven of its citizens were among the dead hostages.<br />
Speaking at a press conference in Tokyo late yesterday night, Chief
Cabinet Secretary Yoshihide Suga confirmed that seven Japanese -- five
men, two women -- were killed in Dhaka siege.<br />
He declined to release their names, saying the government has not yet obtained the consent of the survivors' families.<br />
Around 9:40pm yesterday, Yoshihide Suga said Japanese embassy
officials finally identified the seven. They worked for a private
company involved in a Jica project.<br />
Japan has also decided to dispatch members of the International
Counter-Terrorism Intelligence Collection Unit to Dhaka to strengthen
its information gathering efforts.<br />
“Terrorism cannot be justified for any reason. The Japanese
Government will work in cooperation with the international community to
combat terrorism,” said Japanese Foreign Minister Fumio Kishida at an
extraordinary press conference in Tokyo yesterday morning.<br />
“We have decided to dispatch members of the International Counter-Terrorism Intelligence Collection Unit to Dhaka.”<br />
The two dead Bangladeshis are Faraaz Ayaaz Hossain, 20, an
undergraduate student at Emory University in Georgia of the US, and
Ishrat Akhond, human resources director at ZXY International FZCO and
Arts Provocateur at Institute of Asian Creatives, Dhaka.<br />
The US-Bangladeshi victim was Abinta Kabir, a student of Oxford College of Emory University.<br />
Abinta, from Miami in the state of Florida, was in Bangladesh to
visit family and friends, said university president James Wagner in
statement, reports AFP.<br />
The Indian citizen, Tarishi Jain, 18, a student of the University of
California, Berkeley, the US, came to Dhaka on vacation, said sources in
the Indian foreign ministry.<br />
Meanwhile, three of those injured in assaults by the gunmen were in
critical condition till yesterday evening, hospital officials said.<br />
Police officer Sujan Kumar, who was hit with splinters in the head,
face and legs, and restaurant waiter Zakiur who suffered bullet wounds
below the chest, were being treated at the ICU at the United Hospital.<br />
“They suffered a lot of blood loss,” Shagufa Anwar, chief of
communications and business development of the United Hospital, told The
Daily Star yesterday.<br />
The third, a driver named Razzak, was at Dhaka Medical College Hospital.<br />
Twenty-three injured policemen were admitted to United Hospital and two others to the DMCH.<br />

ATTACKERS</h2>
Inspector General of Police AKM Shahidul Hoque said all the attackers were Bangladeshi citizens.<br />
Of the six, five were certainly militants and they had been trying to
arrest them, he told reporters at Rajarbagh Police Lines after
attending the namaz-e-janaza of the two dead police officials.<br />
"We had searched for them in different places of the country and now they were killed here," the IGP added.<br />
The police headquarters last night released the names of five gunmen
with photographs of their corpses. They are Akash, Bikash, Don, Badhon,
and Ripon.<br />
Police, however, did not give details of the attackers or their motive.<br />
Officials only said the gunmen used nicknames during their mission and Ripon was their kingpin.<br />

NO 'PROPER PREPARATION'</h2>
The attack came amid a series of targeted killings carried out by suspected militants across the country.<br />
Over the last two years or so, suspected militants have attacked and
killed university professors, writers, publishers, secular bloggers, gay
rights activists, foreigners, policemen and members of religious
minorities, including Shia and Sufi Muslims, Christians and Hindus.<br />
The Islamic State reportedly claimed responsibility for a number of
such killings. The government carried out a weeklong anti-militancy
clampdown from mid-June, arresting around 13,000 people including 194
suspected militants.<br />
Like previous targeted killing, the murders in Gulshan were brutal in
nature as the victims were mostly slaughtered with sharp weapons.<br />
Security analyst Brig Gen (Retd) M Sakhawat Hossain said the
intelligence agencies were “over burdened” with different other tasks
but they were hardly aware that something big was going to happen.</div>

While the military continues its attacks on ethnic rebels in Burma’s
north, the country’s Commander-in-Chief, Snr-Gen Min Aung Hlaing, has
been out of the country in recent days. After meeting with his Pakistani
counterpart in Islamabad, he toured the offices of Heavy Industries
Taxila, a major regional defense contractor. In Serbia, he sat down for
discussions with Yugoimport SDPR, a state-owned weapons exporter. Both
businesses specialize in the sale of tanks, armored personnel carriers
and heavy artillery.<br />
When Burma’s generals consider strategy, they always have one eye on
internal opponents and another on their regional neighbors. While the
size of Burma’s standing army dwarfs those of both Bangladesh and
Thailand, a ban on arms sales from the European Union and United States
has severely impeded the combat capabilities of the country’s armed
forces. Indeed, Min Aung Hlaing has been outspoken about the need to
modernize, to the point of deflecting questions about his political
ambitions by insisting he was fully devoted to bringing the military into the 21st century.<br />
This modernization is always foremost in the minds Burma’s military
leaders when they take their shopping lists abroad, and the top brass
has shown a particular interest in improving the country’s moribund
naval fleet.<br />
The discovery of lucrative oil and gas fields in the Bay of Bengal
has no doubt served as a wakeup call to Burma’s military leadership for
the need to deploy a credible deterrent over the country’s
2,000-kilometer coastline. A maritime boundary dispute, eventually
resolved in a 2012 judgement by the International Tribunal for the Law
of the Sea, led to a confrontation between Bengladeshi and Burmese naval
ships after Burma began offshore oil exploration in the contested area.<br />
In the years since, four new frigates and several fast attack craft
have entered service. Maung Aung Myoe, the Burmese defense analyst and
author of “Building the Tatmadaw”, says that the Navy is plans to expand
its fleet with up to a dozen more frigates and other offshore vessels
in the near future.<br />
This expansion appears to extend to the acquisition of submarines, a
possible response to Bangladesh’s plans to purchase two from China.
Discussions with North Korea in 2003—which apparently canvassed the
purchase two small vessels—ultimately came to nothing, but reports
suggest that the Navy still considers submarines an essential component
of its force projection goals.<br />
During a visit to Russia in 2013, Min Aung Hlaing expressed an
interest in purchasing two Kilo-class submarines, relics of the last
years of the Soviet era which have since mostly been sold off and
exported. While no acquisitions have been confirmed as yet, the same
year reports surfaced that 20 Burmese naval officers had received
submarine training in Pakistan.<br />
Burma’s Navy is presently equipped only to deal with coastal
engagements, and is incapable of more sophisticated territorial defense
and sea denial operations. According to Maung Aung Myoe, this will
remain the case for the near future. As more offshore projects come
online, however, the military is likely to consider fleet expansion an
increasing matter of urgency.<br />
Back in April, the commander-in-chief was seen at naval exercises off
the coast of Arakan State. Codenamed Sea Shield, the combined fleet
exercise practiced maneuvers near Manaung Island with the participation
of 22 ships and nearly 1200 soldiers. Min Aung Hlaing would have
undoubtedly felt cause to be proud of the Navy’s rapid expansion, but
it’s reasonable to assume he returned to Naypyidaw with one question on

India has accelerated plans to buy drones from Israel that can be armed, defense sources said, allowing the military to carry out strikes overseas with less risk to personnel.<br /><br />The news comes weeks after long-time rival Pakistan first reported using a home-made drone in combat when it attacked militants on its soil, raising the prospect of a new front in the nuclear-armed neighbors' standoff over Kashmir that has twice spilled into war.<br /><br />The plan to acquire Israeli Herons was first conceived three years ago, but in January the military wrote to the government asking for speedy delivery, the sources said, as Pakistan and China develop their own drone warfare capabilities.<br /><br />India has already deployed Israeli unmanned aerial vehicles (UAVs) along the rugged mountains of Kashmir for surveillance, as well as on the disputed border with China where the two armies have faced off against each other.<br /><br />In September, the Indian government approved the air force's request to acquire 10 Heron TP drones from Israel Aerospace Industries (IAI) that can be fitted with weapons to engage targets on the ground, an air force official with knowledge of the matter said.<br /><br />He added that he expected the agreement to be inked soon. The Indian Defence Ministry declined to comment.<br /><br />The plan to buy Herons in a deal estimated at $400 million would open the option of covert cross-border strikes.<br /><br />Currently the two armies exchange fire across the de facto Kashmir border at times of tension, but do not cross the Line of Control (LoC) by land or air.<br /><br />"It's risky, but armed UAVs can be used for counter insurgency operations internally as well across the borders; sneak attacks on terrorist hideouts in mountainous terrain, perhaps," said an army officer in the defense planning staff.<br /><br />"DEEP-STRIKE CAPABILITY"<br /><br />Gurmeet Kanwal, a former head of the government-funded Centre for Land Warfare Studies in New Delhi, said the armed Herons due to enter Indian service by late 2016 will give the air force deep-strike capability.<br /><br />The United States has carried out hundreds of drone strikes inside Pakistan, targeting al Qaeda and other militants in its northwest. Pakistan has allowed such targeted killings, even though it complains about them in public.<br /><br />Indian drones, in contrast, face being shot down as soon as they show up on Pakistani radars, the army officer and Kanwal said.<br /><br />Deniability would be essential in any use of armed drones by India and Pakistan across their bitterly contested border, said Pervez Hoodbhoy, a leading weapons proliferation expert in Pakistan.<br /><br />"It is likely that drones would be used in a surreptitious mode close to the LoC, far away from populated areas," he said.<br /><br />In July, the Pakistan army said it had shot down a small Indian spy drone in Kashmir. FAC Super Dvora MK3, which is the same type of FAC Myanmar Navy has

The Super Dvora MKIII multi-mission patrol and attack boats are
manufactured by the Ramta division of Israel Aerospace Industries (IAI).
The first MKIII naval crafts were handed over to the Israel Navy in 2004, following a contract signed with the Israel Ministry of Defense in January 2002.<br />
<br />
The latest water jet-powered fast patrol craft, the Super Dvora MKIII is
a successor to the Dabur, Dvora, Shapirit, and Super Dvora Mark-1 and
Mark-2 boats. The new boat was first trialled in the sea in 2008 by the
Israeli Navy.<br />
<br />
The Super Dvora MKIII incorporates an aluminium hull, whose geometry
enables stability in the sea at all speeds. The operational capability
of the boat is enhanced by incorporating a range of capabilities in a
single platform.<br />
<br />
The modular design accepts a wide range of payloads for conducting
patrol or combat missions and ensures the integration of modular systems
for future requirements. The high-sustained speeds and improved
sea-keeping abilities allow stability in brown and blue water
operations. The boat is capable of intercepting targets at speeds
nearing 50kt.<br />
<br />
The vessel measures 27.4m in length and 5.7m in beam, and has a displacement of up to 72t. It can reach speeds exceeding 40kts.<br />

requests for the acquisition of the BMP-3 model from Myanmar and
Morocco, according to the company's spokesperson.</b><br />

NIZHNY TAGIL (Sputnik) – Morocco and Myanmar will purchase approximately
60 BMP-3 amphibious infantry fighting vehicles from Russia, the model's
manufacturer announced Friday.<br />

"As of today, we have received requests for the acquisition of the BMP-3
[model] from Myanmar and Morocco… I cannot disclose the exact amount,
but we are talking about somewhere in the region of two battalions," a
representative of the Russian company Tractor Plants told RIA Novosti.<br />
<br />
The anti-infantry vehicles are manufactured by the Kurganmashzavod
company, part of the Tractor Plants machine-building consortium.<br />
The Tractor Plants spokesperson said talks on the purchase of the BMP-3
had not formally commenced but noted that Myanmar had also expressed
interest in the BMP-3F version, which has been modified for
seaworthiness and buoyancy.<br />

Tractor Plants is one of the many domestic and foreign companies
exhibiting at the 10th annual Russia Arms Expo RAE-2015 international

Russia has started the delivery process of the first batch of Yakovlev
Yak-130 combat trainer aircraft (NATO reporting name Mitten) to
Bangladesh, reports UNB. Though the delivery process, according to
Russian News Agency—TASS, scheduled to start on September 17, sources at
Shah Amanat International Airport on Sunday night said they have seen
the landing of three Yakovlev Yak-130 combat trainer aircraft among the
first batch of six. The source said the aircraft were seen here landing
at Shah Amanat International Airport along with a carrier aircraft that
carried the YAK-130 for Bangladesh Air Force (BAF). The plane allows
training pilots in flying four-plus and fifth-generation combat
aircraft, Russian media report. The shipping of the first Yak-130
consignment to Bangladesh was scheduled to start on September 17, with
